EXPERIENCE SUMMARY:

Mr. Francka has over 25 years experience as a Geologist, with 12 years experience in the environmental consulting field.  He has conducted numerous ASTM Phase I Environmental Site Assessments throughout the Midwest and Southeast at facilities including single-family residences, multi-family residences, commercial businesses, office buildings, and industrial facilities.  Mr. Francka has also performed numerous UST closures, Phase II Site Investigations, and Asbestos Inspections.  He has conducted Superfund and RCRA Site Investigations.  These investigations included impacts of petroleum products, solvents, dioxins, PCBs, and metals.  Mr. Francka has also developed SWPP, SPCC and Facility Response Plans and conducted lagoon closures, bedrock investigations and remedial actions.  Mr. Francka is primarily responsible for site investigations and remediation of impacted sites and asbestos inspections.

KEY PROJECT SUMMARY:

Mr. Francka conducted a Site Investigation and Remediation of a State Superfund Site in Western Missouri involving lead and chromium soil impact from the disposal of 1,350 drums of paint waste.  This project involved a subsurface soil investigation to determine the hazard content of the soil, testing off-site water sources for potential impact, removal of the drums, temporary storage of the drum contents, and crushing and disposal of the drums.  Removed hazardous soils and drum contents were treated and rendered non-hazardous and all soils were disposed of as Special Waste.  Oversight was provided by both the MDNR and EPA and the site was closed without further action.

Mr. Francka conducted RCRA Compliance Sampling and Monitoring for over eight years at a chemical facility in Southwest Missouri impacted with DNAPL in the groundwater (predominantly dioxins and methylene chloride).  This involved inter-facing with both MDNR and EPA and included impact in several aquifer systems and over 70 groundwater monitoring wells.

Mr. Francka conducted a site investigation and aquifer testing involving a Central Missouri city well impacted with TCE.  This investigation included coordination with city officials and MDNR, drilling groundwater monitoring wells up to 400 feet deep on city right-of-way property, and conducting a drawdown test to determine aquifer connection to the city well.

Mr. Francka currently manages the investigation and remediation of six petroleum distribution facilities and seven railyards.  He also regularly conducts asbestos inspections.
